Securing Alabama’s Future: The SOMB Initiative
Professionalizing Sex Offender Management to Restore Funding and Reduce Recidivism.
The Mission
Alabama is one of the few states currently operating without a centralized Sex Offender Management Board (SOMB). The Study Group is a multidisciplinary coalition of law enforcement, clinical experts, and forensic specialists dedicated to implementing a "Gold Standard" of offender oversight.
Our Core Objectives:
- Fiscal Accountability: Recover the $350,835 annual penalty Alabama currently pays for federal non-compliance.
- Professional Oversight: Establish clinical standards that go beyond simple restrictions to focus on actual behavior change.
- Public Safety: Implement the Containment Model to identify and monitor the state's most dangerous predators
The $350k "Fiscal Leak"
- The Prblem: Alabama is currently in "Non-Compliance" with the federal Adam Walsh Act (SORNA). This triggers a mandatory 10% reduction in our Byrne JAG grants—funding that belongs to our local Sheriffs and Drug Task Forces.
- The Solution: The SOMB Substitute for SB199 creates the aministrative mapping framework required by the DOJ to
- stop this "tax" on Alabama law enforcement.
The Containment Model & RNR
We don't believe in "one-size-fits-all" justice. Our initiative mandates the Risk-Need-Responsivity (RNR) model.
- Supervision: Empowering Probation and Parole officers with better data.
- Treatment: Requiring specialized, forensic-level therapy for high-risk offenders.
- Monitoring: Mandating PCSOT-certified polygraph examinations to detect deception before a new crime occurs.
